The Governor of the Sverdlovsk Region Yevgeny Kuyvashev instructed all specialists who will be involved during the 2018 World Cup games in Yekaterinburg to learn English. Officials from the city administration are already finishing the development of standard phrasebooks for their employees.

However, in addition to volunteers and city employees, the guests of the 2018 World Cup will also face ordinary Uralians who are not prepared to receive foreigners. In order to at least slightly eliminate the language gap, the Ural news agency Ura.ru prepared a phrasebook for foreign tourists. Uralmashevsky was chosen as the local variant of the Russian language — after the name of the Uralmash microdistrict, a manufacturing city in Yekaterinburg, which in the 90s was known throughout Russia as the center of Ural crime.
